What is the Explosives Precursor Regulation?
European Regulation 2019/1148 states that some products can be used to make explosives. Therefore, the European government has set up additional rules for the use and sale of these products. As a supplier, we have to check whether customers use these products professionally if the quantity is above a certain limit. We must also check and register the customer’s identity. These obligations are described in a declaration.

You can specify the annual target quantity, using the previous year’s quantity as a basis. This is only an indication and does not entail any commercial obligations.

We are required to verify and record the identity of the contact person. Your data, including the copy of your proof of identity, is stored securely (18-month retention obligation) and is restricted access. This declaration is valid for its intended use for 12 months from the date of signature. Once a new declaration is received, your data, including the copy of identity proof, will be destroyed.
The declaration must be completed by a person authorised to act on behalf of the company.
Explosive precursors are chemical substances that are legally used in various industries, such as agriculture, healthcare, and the food industry, but can also be misused for the illegal production of explosives. To better regulate these substances and prevent misuse, the European Union has developed legislation: Regulation (EU) 2019/1148.
